The basic premise is the same, of course, but the land around your city can't grow with culture, you have to buy tiles. The culture you gain lets you choose policies instead.
Oh, and those little villages you used to find that would disappear and they'd give you gold, some unit, or a technology? Those are city states now. You can befriend them or kill them off as you see fit.
The graphics are pretty cool. And you can discover natural wonders now that can give you bonuses. You also find ancient ruins where are more like the small villages were in Civ IV. You get something if you find them and go to that tile. And military units don't stack.
Which makes building a massive army a little bit harder.
Oh! But once you get the sailing technology, you don't have to build a carrier type boat to take your peeps across the water! They walk to the shore, then just turn into boats and sail across whatever body of water you direct them across, which is pretty kick ***.
ETA: One more thing. The instruction manual sucks ***. If you use the instruction manuals, you'll want to go to the website and download the PDF version (250 pages) if you want something more detailed.
