No no, I don't meant they spent that much. They spent a lot more than that, in fact.

No, this is money that they were collecting from the Iraqis during the takeover of oil refineries during the war from 2003-2007, which was meant to pay for reconstruction of the country. However, only $400 million of the money can be accounted for.
