I have seen this scam pulled in 4 continents.
The vital ingredient is an idiot.
Or an American who expects the world to work like their home state.
Like I say; an idiot. Same thing really.

Normal people take the time to find out how things work where they're heading.
Idiots require their social norms to accompany them and apply wherever they choose to visit.
Actually, your diagnosis is incorrect.
You must have forgotten, I live in Korea. Not only that, I've traveled to Germany, Japan and the Philippines. It is absolutely normal for natives that speak your native language to assist you in a purchase, especially on a date. This is because everyone isn't fluent in English.
If I ordered an 8 0z ribeye steak and received a 20 oz T-bone steak or if I ordered a glass of grape juice and received a bottle of wine, then I would know about it.
This scam is well thought out. In china, tea is FREE with meals. You receive one free drink, beer or soda and after that, you have unlimited free tea and water.
That is the key ingredient, using something that is typically cheap that you wouldn't expect to cost that much. This is why the girls ASKED if they could order a glass of wine, because there was no way of us not realizing that they ordered alcohol and we all know alcohol can be expensive. On the other hand, they knew that we didn't know the difference in tea and thought that the tea was cheap.

I would think that what makes you an idiot in this case is allowing a total stranger to order on your bill. Seriously, who does that?
Read above...
What you fail to realize is that the waiter was in on it as well. The girls might not have said anything at all, we only assumed that she ordered it because we didn't. So me ordering it would not have changed the outcome.
