Dude, go to Costa Rica. Many, many people speak English, it's a good chance to learn to speak Spanish, and it's a mountainous country on the equator for your astronomy buzz.

Belize is nice too, and probably a higher percentage of English speakers; but I'm not sure they've put quite the same emphasis on higher education.

Yeah, I usually used St. Catherine's as my main thoroughfare. Crescent St. had some good places (at least back when I was there).

I think it would depend on your major. You should try and pick the best school for your field and move forward from there, not look at prices and see if they're any good.

Talk to your professors, they should be able to give you some insight on which schools are well known in your field.

UoIT is a great school. Tuition here is subsidized for Canadians, but not for foreigners so you're tuition is going to probably be about double what locals are paying. However, there is talk of ramping up foreign student numbers so there may be deals to be had in the near future.

Check out the "Future Students" section, and look at "International Students". They give all kinds of info on things like cost of living, acceptance etc.

I did my first year in Thunder Bay going to Lakehead University, enjoyed it for the most part.

Rest of it I went to the University of Winnipeg, and I concur.
