Exactly. Shit needed fixing, so a bunch of money was given to States for the fixing, bids were offered, companies were hired, & workers are sent to work fixing shit. And as more money is released, more people are put to work, & unemployment goes down.

It's certainly more effective creating jobs this way as opposed to doing nothing.

Being relatively familiar with the incident in question, I can tell you that this argument is complete and utter bullsh;t.

The I-35 bridge would not have been modified under any plan that existed at that time as the transportation funds necessary to bring it higher on the list of priorities were being allocated to inefficient, unsustainable and heavily subsidized light rail projects. Based on existing engineering specs it was identified as needing attention prior to the incident, but there was no sense of urgency as the design flaw was not known at the time. Had funds not been allocated to the local toy train set, it is possible that the modification recommended could have been made, but improbable as the funding for MNDOT would likely not have been allocated at all had it not been for federal matching transportation funds for light rail (which is another crock on its own).

It is a question of priorities, and in the great state of Minnesota the liberal legislature would rather cut off its left nut than de-fund (or even limit the growth in funding to inflationary increases) "social" programs. Sorry, but find something else to cry about. That one lies squarely on the shoulders of the state & federal legislators more interested in pet projects than crucial infrastructure.

Not completely irrelevant. Planning and budgeting stages of projects cost, at a minimum, 5-10% of the project, whether it's been awarded and paid out or not . If I've got something planned for summer of 2010, that means I've been spending money since summer of 2009, fall at the latest.During that stage, I'm bringing in engineers from different sectors of the construction industry to define what needs to be done to meet codes. I can't request bids on the work until that's complete. And if you are an engineer, you know you guys don't do it cheap. This is also the time designers are brought in. As far as I know bowing ones head is a sign of respect. It being a sign of servitude, or being inferior died with Monarchy as a form of government. Also considering that China has 2.3 trillion invested in the USA atm I wuld be as respectful as possible. Especially considering that Congress is currently considering motion on raising the US Credit Allowance in order to avoid defaulting.

Many Asian Leaders bow when they meet one another, I for one am glad to see Obama holds true to this show of respect. It is no different then Bush holding hands with Saudi Princes. It is a sign of great respect and friendship in their culture. Same as bowing to another individual in Asian Culture.

As to why the asian leader didn't return the bow. Obama is not Asian. He is a north american leader, he has given a handshake, which is how most western societies great and show respect to one another.
