He has immensely irritating mannerisms, doesn't he? The other one that especially gets on my nerves is where he uses a period instead of a comma.

Erm? The whole point is that she *was* covered by government health care. And they denied to cover her because another part of the government decided to pay benefits for her child, which the first part of the government determined to count as "income" and thus decided that she should be able to afford health care on her own. See how that might be relevant?
