Please tell me you don't actually think that the phrase "General Welfare" actually means anything vaguely related to what the today call "welfare". You get that the creation of entitlement programs was named "welfare" precisely in the hopes that ignorant people would make the very connection you are now making.
Public education? Just a wild guess...
General welfare as to the care and well-being of the people, including basic health and medical services.
