Hah! Well, disclaimer or not, to someone who believes that God is omnipotent and omniscient, then everything that happens is "God's will". Whether his will is done in this case as as punishment or not is subject to debate (and arguably, we're not supposed to know either).
Which I suppose brings up the more realistic response to the original quoted bit. The real problem with that guys statement (don't even remember who the hell it was) is that only God is supposed to punish and only God choses who or why. It's not for us to speculate as to whether God punished someone or why, but he does so anyway. Which is arguably a sin of pride all by itself...
I was mainly just annoyed at the illogic of several follow on statements. Don't confuse that with agreement with the guy quoted in the OP
