You can read the article in question here. He seems to make a pretty filmsy case, especially since he never touches upon changes in the Pakistani government and in Pakistani/US relations which impact sending US agents to capture people.
Also, while looking something up related to this post, I saw mention that the list of people the author cites as captured were largely captured in cities where we wouldn't be using drones anyway, not captured by soldiers in remote mountain hide-aways (like the ones we do hit with drones).
But I did find the idea that some Bushie is criticizing Obama for killing too many terrorists pretty amusing.
