Yeah, that had very little if anything to do with it.
It was one of many things that were hyped about Obama that made him "better than Bush". So yeah, it's kinda relevant to point out that Obama isn't a perfect speaker either. You do get that a lot of this is perception made into reality, right? If you tell everyone over and over "Bush is a bad speaker" and then show them nothing but Bush speaking gaffes, you'll create the perception that Bush is a bad speaker. Tell everyone that Obama is a great speaker, and minimize any gaffes he makes, and they'll have the opposite perception.
A whole lot of that perception is manufactured. I don't think it's at all wrong to poke a hole in that bubble from time to time. The reality is that Obama is not significantly better or worse at speaking than most presidents and neither was Bush. While I'll acknowledge that Bush used a more colloquial word choice than Obama, that should not be the barometer by which we measure a speaker.
