Effectively a scheme to counter the leverage created by population inequities (ex. baby boomers) and give a pseudo-voice to those under the age of enfranchisement. A neat political manipulation tool, at any rate.

You don't get it democratically passed, you enact it via edict, and then let them vote on it's legitimacy. C'mon, basic Strategery. Just like the abolition of slavery and the accompanying enfranchisement.
Either Mr. Twyford has a small group of supporters, who jsut happen to procreate like rabbits or he has far too much trust in people to vote in good faith as to what their children actually chose. Or both.
