I suppose it's refreshing that at least he asks Congress instead of hiding wartime spending?

Disappointing, because I want out of the ME ASAP, but not surprising.

Because he wants more money doesn't necessarily mean he wants to stay any longer. He might have just underestimated what it would cost to meet his timetable.

Generally a scapegoat doesn't refer to the guy that actually did the thing you're looking for a scapegoat for.

Or did some other president ask for congress's approval for sending troops?

They are. Too bad it only applies when it's someone who's not at fault though.

Bush is responsible for going into Iraq and he's responsible for the mess that is Afghanistan for not putting all of his resources into there and instead investing in Iraq.
