Well, the first two acronyms are for Robert Heinlein's name and "there ain't no such thing as a free lunch", but I can't remember what the third one is.

But the Pell Grant is pretty much free.
Whether I got the grant or not, I still have to pay taxes on my income today. So even though I am paying taxes then and now, I still got money that I wouldn't have received unless I filled out the application, for just filling out the application.
I wouldn't pay less taxes if I hadn't received the grant, so it's basically free money.
Sure, I might pay less taxes if the grant didn't exist, but I'm positive that my not getting the pell grant is not grounds for it's removal from the US Dept of Education. It'd still exist whether or not I received it.
