Wouldn't the sign also have things for earthquake and hurricane as well? (Granted, the hurricane one would be firmly into the five digits.)

Those were on different signs.

They were lost in the last fire.

no no no, you've got it all wrong!

The last earthquake broke the hurricane sign. The state didn't have the money for a new sign so it was never replaced. But then one of fires this year burned down the earthquake sign. And as for that fire sign; plenty of flamers prancing around the state. No need for a real sign.
