Been accused of being all over the spectrum from liberal to centrist to conservative. I think most places give it a liberal-centrist bent, though.

Cato isn't Prog/Lib if you are about that. For that matter, if you want to slant to the Right, you have the Heritage Foundation. Although I'd take their reports with healthy skepticism, they're more of a "Fox News" than a "World Net Daily" in that they garner some level of respect.

Cato is Libertarian, and appears to contains some on the prog side, some on the other. Which is healthy. At least from what I've seen thus far.

I'm no expert. I do know that 99.95% of the time I hear someone saying "A report by the Cato Institute says...", it's coming from a conservative media source. It could just be that they put out more studies saying "Taxes are bad and public programs are destroying America!" than saying "Legalize gay marriage!" regardless of their stances.

Yeah, it appears their strategy on that front is supporting court cases (like Lawrence v. Texas etc.), and repeal of DOM rather than public taxes are bad appeals.
