The theory is that if you punish people who trade child ****, it'll remove some kind of market and therefore reduce the rate at which children are victimized by it. I honestly don't buy it either. I would assume that most of the kids appearing in child pornography are either involved in child prostitution, or are just victims of some pedophile. In both cases, the pictures are a byproduct of the primary crime. No amount of chasing down the guys trading pictures of the child victims will prevent them from being victims.
It is possible to trace said pictures back to the victims and the people victimizing them, but whether or not they prosecute some random guy who downloaded the pictures off a site or not really has not bearing on that. Or at least, I can't see how it does. And I also can't see how reducing the number of people downloading said pictures in any way diminishes the rate at which children will become victims.
And frankly, targeting those downloading the pictures takes away resources that could be better used to actually track down those who are at fault.
