This is a ******** argument. The number of businesses who refuse to hire more employees when they really need them because of payroll taxes is trivial. The number of businesses that refuse to hire more employees when they really need them because of profit margins is at least an order of magnitude higher. It's one of those arguments "capitalists" like to make to justify padding their pocketbooks at the expense of government programs.
