I have a copy of CoH, can i sign up again for a month and be good to go DLing the usual massive amount of updates or do i have to buy X amount of expansions?
No need to buy expansions. Any edition of the game right now includes the entire game (including all City of Villains content).
Eventually, their next big expansion, Going Rogue, will go live and require a separate purchase (I believe) but that's anywhere from 6-12 months from now.

I'd be supporting the kid, mainly because 1) the teacher doesn't have any right to be lecturing/debating God's existence in the classroom, and 2) I would be hella proud of my kid for possessing that kind of wit and being able to stand up for himself with it at his age.
