There might have been an accidental comma there, and what they meant was monthly losses of 1.5 billion rubles, or about $47 million per month
But while there won't be generations of children affected, that's still a big impact. That part of Russia is one of the most fertile and populated, and I can't see 10 square miles of oil slick having absolutely no affect on that at all....

Is "overweening pride" redundant? I contend it is not. While overweening can mean prideful, and carries that connotation, in this case it's used to mean "excessive". That it has a prideful connotation places more emphasis on pride than "excessive prode" would, but that's good. It's superlative rather than superfluous.
Next they'll build a cutting-edge solar plant, but the reflection from all the mirrors will form an ultra-intense beam that will fry a space ant in the next star system and spark an interstellar war.
