There might have been an accidental comma there, and what they meant was monthly losses of 1.5 billion rubles, or about $47 million per month


But while there won't be generations of children affected, that's still a big impact. That part of Russia is one of the most fertile and populated, and I can't see 10 square miles of oil slick having absolutely no affect on that at all....

Sure it would. Obviously both Strunk and White would eagerly jockey for position to punch the copy editor in the *******, but that's beside the point.

You're talking about style then though, not redundancy, aren't you then, though?

Is "overweening pride" redundant? I contend it is not. While overweening can mean prideful, and carries that connotation, in this case it's used to mean "excessive". That it has a prideful connotation places more emphasis on pride than "excessive prode" would, but that's good. It's superlative rather than superfluous.
