It's a misquote, but yeah. He was talking about communists, which (in spite of what RushCo is trying to sell you) most Democrats are not.
That makes sense. I realized about an hour later that Churchill saying that would have been silly, after thinking about how the parties had changed in just the last 60 years, as well as the fact that Churchill was ******* British, and wouldn't likely have abstracted some commentary of human nature from American political parties.
