This situation arose very quickly from the sound of it - they didn't have time, or didn't react in time, to get inside the house, for example. Why would he have had his gun with him, locked and loaded? He wouldn't - he was caught off guard.
That's one of the reasons I'm divided (rather than opposed) on conceal carry permits.
It's not easy to shove a shotgun in your pants and transport the thing everywhere, even sawed off I mean come on, how are you gonna sit through a business meeting comfortably?
Small holdout pistol concealed is nice for a responsible person... just well, the responsible thing is the rub.

You aren't going to hit anything with a hand cannon unless you're well practiced and calm. Unless you're using a slug, the shotgun is going to be much more practical for an average dude/lady who is protecting a home, who practices with the thing maybe twice a year...
