In my mind, the people who are at present so bitterly opposed to the US as to employ violence are for the most part already lost.
The people who are on the brink or moving in that direction would be more likely dissuaded by genuine remorse and honesty than broken promises which are easily manipulated into corrosive suspicion.
I think Obama's decision is a political one more about the climate at home, and pandering to a demographic that for a myriad of reasons(shame, pride, fear, etc) desires the images be withheld.
I'd find it more disturbing if I thought it was truly significant in the grand scheme, but really it just strikes me as an easily tossed bone to pacify some of our more dull-brained citizens.
