One of my friends does a lot of charity work in Malawi. Drugs are not an issue when food is your biggest worry.
One of my friends is originally from Sierra Leone. Drugs are sometimes a substitute for food. Most people he knew in Sierra-Leone smoke weed.
One of the poorest countries in the world is Guinea-Bissau, pretty much the worlds first proper "narcotic state". Illegal drugs is money. the fact that country is dirt poor only worsens the problem in many cases. Guinea-Bissau is the extreme example, but they can be found everywhere: Congo and the 12 year-old child soldiers on coke and speed, the slums of south africa and the drugs problems there, Nicaragua and the cartels, we could go on all night.
