25C warm sun and cool breeze is the perfect temperature.
27C it's starting to get hot.
29C ok it's hot
35C Yup, normal Summer weather, perfect beach weather, and late evening parties on verandahs and decks. Really hoping for a cool change to come through if it stays like this for too long.
39C it's a stinker.
49C Like we had for a few weeks this last Summer. Batton down the hatches, take all precautions, no going outside unless you really have to, have the house well stocked in advance and make sure elderly relatives aren't home alone. Spend the day wet or in front of a fan, if you don't have air-con. Take iceblocks to bed with you at night, if ditto.

19C is only 66 degrees F.
68-70F is a comfortable room temperature. If you are turning on the AC at 66F, there is a problem with you, not the women.
Personally, I keep my house at 66F (19C) in the winter and usually around 69-70F (20-21C) during the summer.
The office I work in is kept at 72F (22C) year round.

If you have to wear a men's business suit in hot weather, find a smart Linen suit. If you can afford it, go really high end and wear a silk suit.
Wear cotton shirts, or other natural fibers that "breathe". Don't wear Nylon or other synthetics if you have heat issues, smell issues, or cold issues.

Grrr, the weather in England is always so perfect. We had no rain in April and temperatures over 30°C. May had two thunderstorms and 25ish weather so far, which is okay.
My assistant turned on my A/C a few weeks ago on accident and it took me three days to find the switch.
I have two A/Cs. I didn't know that and thought the other one was somehow broken. Anyways, heating and air conditioning are not necessary between -10 and 38°C in my opinion. You can regulate in different ways that are cheaper, better for the environment and per person. See Ari's post.
Also, the A/C of large warehouses and such makes the streets too bloody hot to walk on.

66F outside can easily raise the temp in a building well over 70, especially if your office happens to be on the side of the building recieving direct sunlight. In a longsleeve shirt and pants, it's easy for it to get unbearable, especially when the AC is off. The only solution that can usually make all partys happy is to seat the women who complain about the AC away from diffusers, and seat the men near thermostats. And pray the engineers have the zones worked out properly.
If it gets hot in the office, I open the front door and let the fresh air in. If it gets cold, I close the door.
