Help Me Identify This Film/Movie's NameFollow

My dad's looking for a movie/film that goes as follows:

A city dweller goes on a search for food for his family or perhaps it is just 1 child. There is a food shortage as farmers are unable to keep up with the demands of a growing population. The cities are hardest hit when store shelves are empty. This guy just knows the farmers in rural America are hoarding the food. He goes looking for some. He finds a calf by the side of a rural road and kills it or tries to. He ends up in a fight with the farmer. He thinks the farmer gets shot. the family defends their farm. This film/movie is 10 or more years old but set in present day America. This could be a Christian themed film that was seen in youth group but he doesn't remember.
