If they have absolutely no weapons, and are trapped in an entirely blank room with nothing but fists, then James Bond. Otherwise, it's got to be Doctor Who or Gromit. I don't think Blackadder ever hits anyone apart from Baldric.

Mr Bean, Obviously.

If attacked, he would gape in surprise and worry, sway about a bit, off balance, and stumble a little, and within 3 seconds his opponent would be completely tied immobile with cardboard boxes and a LOT of string, with a paint-pot upended over their head.
