Actually, it's pretty funny (or sad) how Byzantine the official sites are when you're looking for something that seems like it should be simple. If you're not happy with the authoritative uscode site I supplied above (it is the best source of current law). Here:
The Pres's pay may have been $390,000 in 2001, signed into law, as you showed, by Pres Clinton on 12/21/2000. (However, the current version of the law says that amendment changed it to $400,000).
Beginning in Fiscal Year 2002, it definitely was $400,000.
The most recent change started out as H.R.2590 introduced in the House 7/23/01, after the amendment signed by President Clinton.
Passed by the 107th Congress in 2001 and became Public Law No. 106-67. More detailed history below.

Now it's a little tricky reading this. The appropriation was for $450,000 including the $50,000 expense account. Take out the $50,000 and you are left with the $400,000 in salary.
