Seriously? If these tanker owner/operators were smart they'd make a blanket statement that said something like this:
"If another vessel approaches within 100 yards of our ship we will open fire in a preemptory response. Any act of piracy will be met with deadly force."
Then, rather spend $25 mil on ransoming that tanker, they purchase the services of a mercenary special ops team for, say, $10 mil, and go and forcibly return the tanker to their possession. For the kind of money we are talking about, I'm certain there are many mercs and legitimate paramilitary groups willing to guard ocean going vessels to prevent acts of piracy.
The central problem here is that there is no government in Somalia that can concern itself with the issue of piracy along it's borders. In it's absence it is imperative that the companies driving these boats take the necessary measures to keep their cargo and ships safe.
But then again, I don't have a dog in this fight, so if the Saudis want to waste that kind of cash, they are free to do so. But handing that bakeesh over will only embolden these same and other pirates to try again.
