I don't have any opinion on the NY situation except to note that Bloomberg still needs to actually get elected to a third term.

The justification behind this movement is that, in the current economic turmoil, a consistent, continuous environment is necessary to achieve stability. Since Bloomberg is doing well and has a lot of support - and is in addition a rather successful businessman - this is perceived as a good time to act.
