Everyone knows who the #1 is. But you can catch any guy, call him the #2 of some region (as opposed to #2 of al'Qaeda in general), and who's going to argue?
I will go with joph on this one. Its easy to claim, and someone else will always step into the void. Lets hope they become more incompetent. It reminds me of the Phoenix program in the Viet Nam war. No matter how many you kill until you fix the problems that lead to folks joining AQ the end is not in sight.
