His Treasury Secretary recommended it, but Congress makes the decision. The President has *zero* power to "steamroll" any legislation. He can veto it. He can't force anyone to write it, vote on it, or pass it.

Clearly I was generalizing. The point still fucking stands. The FEDERAL GOVERNMENT wrote them a check without restrictions. And any parent knows, you leave a hammer near a piggy bank, that miserable kid is going to crack it open and abuse that hard earned change their parents gave them for the future.
