The company that was intended for is located somewhere in Oregon. The provision was put into there to try to entice one of the Oregon senators for the vote. As I understand it, he still voted no.

ETA: Looks like it was intended to entice a congressman, not a senator.

That tax was fair. We needed the money to protect YOU from the French, and as we were recovering from warring with them this meant we needed cash.
