Felons can vote in most states, or can petition or restoration of the franchise. Decisions about revoking the franchise as a result of criminal convictions are determined at the state level.

Mostly I was referring to the fact that the voter registration drive, which isn't funded by the Obama campaign in any case, is being done in jails as opposed to prisons.
