Ok, so Cali wanted to regulate CO2 emissions from cars. EPA Chief Johnson said "NO". Johnson claims this was his decision alone. Another EPA employee says that Johnson was all set to approve Cali's plan until he checked with the Whitehouse and then did a one-eighty.


The Justice Department is also being accused of unlawful hiring.
