Lat me preface this by saying I can't believe how whiny this has all gotten. The rules were clear, and now everyone's acting like the DNC wants to disenfranchise two important states, and not at all holding them accountable for the actions that led them to this point. IMHO, suck it up, whiners. No votes counted, no delegates seated. That said, what do you feel would be a fair resolution?
Billary fan Lanny Davis feels that Clinton should be awarded delegates proportional to the ones that voted for her, albeit sans competition. Florida's Senate Minority Leader Steve Geller has filed a lawsuit against the DNC demanding that the delegates be seated, again to vote according to election results. The Rules Committee meets on the 31st, and either candidate (Hillary) can appeal if things don't go their way to the Credential Committee in August, and drag this out all the way to the Convention.
