I don't think you can invite people right now. It's bugged. The only way in is to request admission.

I have 7 diplomacy points but it still wont allow me to invite anyone. I got the requests but its telling me i have 0 points available.

Now, what do alliances do exactly? Do they show if someone is attacked? Do they show who attacks who? What do they do?
