I'm gonna throw a wild one, and say it has to do with Aborigenes in Australia.

Maybe this is where the government levered them down into the cages and mines they were forced to live in? And since the national apology, Australia's government has been forced to let back up, and into the wild? Or maybe its where their kids were weighted and measured, before being sent to proper white families?

Tell me if I'm getting warm...
