I can't say that I'm surprised, but still, you'd think that we, as a country, would have learned that trying to bully people around usually only makes them more angry with us.

As for learning not to bully, the Cuban embargo is still going strong. A small part of that is due to an anti-castro cuban lobby, but a lot is also because no, we haven't learned the folly of such a protracted economic "solution". And our politicians have too much hubris to admit something was or is a mistake and rectify it.
