Yeah, Shamrock and Tito had/have the heel draw, I mean who doesn't want to watch Tito get stood up and beat down?
However I disagree that Randy isn't worth their payouts, I'd assume he brings about as much of an audience. And more importantly, the PPV events have been coming pretty frequently, every card they need at least a couple that can bring in the gate. Randy not being in the UFC means his spot in a card is taken by some chump, or at least a much chumplier fighter.
And to cinch it Zuffa is obviously bizarre in general with their payouts. As mentioned 500k to Liddel and 15k to Jardine makes zero sense in MMA. The disparity makes a bit more sense in boxing simply due to the higher number of contenders, and the higher payout in general. A minimum boxing payout can allow the boxer to train fulltime. That should also be the minimum MMA payout, none of this 4k for undercards BS.
White and the Fertitas need to learn how 2 equitably pay. So far it seems they have some weird internal system, maybe winging it, instead of going strictly by likely gate draw and fair play for the risk and effort involved.
