Not that the report isn't funny in and of it self, but you do realize that the "share oil revenues" requirment was to share the revenues with the various internal political power factions in Iraq, not with US based mega corps, right?
Right now the Shiite controlled government has pretty much controls all of the revenues. One of the objective designed to enourage a wider participation in the peace process was to share those revenues between Shiite, Sunni, and Kurdish political powers. Not exactly shockingly, this hasn't gone very far.
As far as the rest of the report, alot of the benchmarks created (both those achieved and those not achieved) are rather vauge and even some of the Iraqi achievements have only been completed with US forces helping.
On the other hand, I would not call this grounds for declaring the surge a failure as of yet. We have just finished getting all of the troops in place, which is nice, but the point of the surge was to actually have them do something. Some units have only begun activities very recently.
Not saying anyone should be holding their breaths but.
