If someone does not want to cut or water the lawn on thier property, why is it anyone elses comcern? This is America and you should be free to wantonly neglect your own lawn if you so choose.

Isn't there, like, a severe drought with 120 degree temps out west? I'd think that lush, green lawns wouldn't be a priority at the moment.

That was my thought. Around here, we had a bad enough drought last year that any lawn watering was banned except for on freshly laid sod.
