Although this man would appear to be overzealous, it's nice that he did something. There are plenty of people who just say, "oh yeah, I heard the screaming but I didn't think it was any of my business".

Exactly. I think most of us would just assume it was none of our business and ignore things like that. It reminds me of a couple friends of mine (twin brothers in fact). Both are into the whole ren-faire stuff, complete with fighting in armor and using swords. Trust me. If you were in trouble, these are the two guys you'd want to have walking by when you called for help. When they were in their teens, they were hanging out at my cousins' house (playing roleplaying games no less!). They all heard a noise. My cousins' were still trying to figure out what the sound was while the two brothers both lept up from their chairs and speed out of the house. The quickly located the house next door where the elderly lady had fallen (and couldn't get up apparently). We're talking literally by the time anyone else had realized there was something happening, they'd already broken into the womans home, one was rendering assistance to her, while the other was calling 911 on her phone.
I'm not saying this guy is the same sort of personality, but I do think it's somewhat dangerous to throw the book at people who react in that manner. Because the next time, it might be you who needs help and if we teach those potential good samaritans that they're going to be punished for trying to help, they'll stop doing it.
