Basically, he turned it into a 4600+ (slightly slower than one, actually, but close enough).
A 4200+ runs on a 2200MHz frequency, so he got about a 9% speed increase.
Not great, but respectable enough. (It'd be interesting if he could bump it up another notch to a 2600MHz base frequency - he'd be running just shy of a 5000+, which is almost twice as expensive as the processor he has [which is $187, according to AMD's site].)
I'm just holding out till Dell starts putting AMDs in their laptops, then I'll get a sweet XPS with my employee discount!
