Not that I'm defending the religious rule in Pakistan, but the way I read that article, this sounds like the non-religious folks got most of what they were wanted.
Previous law:
Rape covered under islamic law. If there are 4 witnesses to the rape, it's charged as a rape. If not, it's charged against the woman as adultery.
New law:
Rape covered in both islamic and penal law. If there are 4 witnesses to the rape, it's charged under islamic law as a rape. If there are not 4 witnesses, it's handled by penal law (with a judge deciding what to do).
While not perfect, it does remove the *automatic* charge of adultery under islamic law if the woman can't produce 4 witnesses to the rape.
So yeah. Baby steps...
