My understanding it that it is pretty toothless since there are simple ways of not using a credit card to pay for stuff over the internet.

Further, Smash can give up poker and bet on the ponys perfectly legally.

I wonder if this will affect PayPal as well. It's linked to a credit card, sure, but there is a middle man there to provide validity and accountability.

This part of the article really struck me as stupid.
