Derrick Underwood, 16, of Tampa, was visiting his sister in the 1200 block of India Street, where 20 to 30 people were throwing fireworks at one another about 9 p.m., Tampa Fire Rescue officials said.

Underwood ran for nearly a block with his pants on fire before removing them, fire officials said.

Paramedics took him to Tampa General Hospital. He suffered second- and third-degree burns on his buttocks and left thigh, about 10 percent of his body, officials said.

IIRC that part of town is not very rich (pore in fact sub 20K a year income households) and thus not very smart. not supprised at the event or the responce.
