Judging by the comments below the story, it would appear so!

I imagine that its gonna annoy the hell out of the (American) dockworkers unions, if all that freight from China is gonna by-pass American ports.

Perhaps they could build a 'security fence' alongside it too. That'd look nice. And it would stop any nasty foreigners jumping off the trucks.
