WASHINGTON (AP) -- President Bush created a vast new marine sanctuary on Thursday, extending stronger federal protections to the Northwestern Hawaiian Islands and the surrounding waters with their endangered monk seals, nesting green sea turtles and other rare species.

The nation's newest national monument covers an archipelago stretching 1,400 miles long and 100 miles wide in the Pacific Ocean. It's home to more than 7,000 species, at least a fourth of them found nowhere else.

"To put this area in context, this national monument is more than 100 times larger than Yosemite National Park," Bush said. "It's larger than 46 of our 50 states, and more than seven times larger than all our national marine sanctuaries combined. This is a big deal."

Bush announced his creation of the nation's 75th national monument at a White House ceremony. The decision immediately sets aside 140,000 square miles of largely uninhabited islands, atolls, coral reef colonies and underwater peaks known as seamounts to be managed by federal and state agencies.

"It's the single-largest act of ocean conservation in history. It's a large milestone," Lautenbacher said. "It is a place to maintain biodiversity and to maintain basically the nurseries of the Pacific. It spawns a lot of the life that permeates the middle of the Pacific Ocean."

It is only the second time that Bush has invoked the 1906 National Antiquities Act, which gives the president authority to create national monuments to preserve the nation's ancient cultural sites and unusual geological features. The law itself turned 100 this month.
Story

I'm not fond of the president and have issues with a number of his ecological policies. but I'll give credit where due and say that this gave my day a lift.

Hahaha. Good I guess he is setting aside national preservations. To bad they will die by global warming because he won't push ethanol. If he did that I would take back everything I have said about him and drop on my knees. But thus is not the case. *sigh* Maybe tomorrow...

Dropping to your knees for the ethanol pushers, eh? Now I know why the first hit is free!

With the national monument designation, the federal government can immediately begin a five-year phaseout of the eight commercial fishing permits in the area and impose strict prohibitions on any other extractive uses, the official said.

How do we manage to lay claim to such a large area of open water? Isn't that international water 13 miles out from land?

Niihau is not a part of the US(privately owned), but sits within the boundaries of the proposed Monument. Are we claiming that their water is now a part of a park and closed for fishing?

...interesting

There's apparently a good number of atolls, reefs and islands that are considered US property and thusly encompass them into US territorial waters. Per the article...
The decision immediately sets aside 140,000 square miles of largely uninhabited islands, atolls, coral reef colonies and underwater peaks known as seamounts to be managed by federal and state agencies.

My guess is that it's not considered "open water" per se.

In other news, President Bush found nothing exploitable in the waters surrounding the Northwestern Hawaiian islands.

A peek at wiki solved my ignorance here.
Quote:
The convention set the definition of Archipelagic States in Part IV, which also define how the state can draw its territorial borders. A baseline is drawn between the outermost points of the outermost islands. All waters inside this baseline is described as Archipelagic Waters and are included as part of the state's territory. This baseline is also used to chart its territorial waters 12 nautical miles (22 km) from the baseline and EEZ(exclusive economic zone) 200 nautical miles (370 km) from the baseline

It wasn't aware that the entire uninhabited portion of the archipelago is also considered a part of Hawaii. Cool beans, thats a big freaking park.

You know, ethanol does little to help with global warming. It's great for a lot of reasons, but not for that, so you might want to hold off on doing whatever you were going to do on your knees.

Welcome to the reality of "imminent domain." Translated: "Uncle Sam has another idea for that barbeque pit you've been dreaming of."

EDIT: oops, privately owned. Still though...nothing suprises me anymore.

More good stuff from the good ol' boy. Big-ups to the Dubyameister.

And to further avoid accusations of liberal bias tm, here's an observation.

For most of their terms, Presidents have the courage to hold to their core convictions (or the convictions of their financial backers). For Dubya, his agenda has been driven by the hawks (pro-oil, pro-war etc), while Clinton's was driven by the Social Justice wallahs.

Come election time we start seeing them open their ears to the other view-point. Bush will continue to make statements that appease the environmental lobby, the social justice activists, and those who see merit in listening to the wider diplomatic community.

No different to Clinton. As soon as the stump came into view, he started pandering to the more conservative media.

Just how it works. . .
