The US government gave up to $1.4bn in bogus assistance to victims of Hurricanes Katrina and Rita last year, congressional inspectors have found.

The Federal Emergency Management Agency was tricked into funding hundreds of fraudulent schemes, the report said.

Money was spent on American football tickets, a holiday, a divorce lawyer and a sex change operation, it said.

Debit cards handed out by Fema to people displaced by the storms bought diamond jewellery, champagne and erotic videos, the congressional audit discovered.

Investigators also found hundreds of claims from false addresses and rental assistance paid to prisoners.

A supposed victim who used a New Orleans cemetery for a home address and a person who spent 70 days at a Hawaiian hotel were among the claimants, the report said.

It is a quandry, that's for sure. I've always been leary of donating money to these crisis situations for this reason. You just never know if your contribution is actually going to do any good or if it's just going to line someone else's pockets or go to frivalities.

Of course, one could argue that **** and strippers are for morale...

The problem was Congress pushed FIMA into rushing out claims before they could be validated. I recall people working for FIMA saying that rushing the payments out would open them up to huge numbers of fraudulent claims.

The sad thing is there sre still people who needed the money that didn't get it. And the clean up of NO is just BS. Big corporations were awarded huge sums of money to clean up the debris, and all they did was subcontract the work out to someone for half of what the Feds paid them.

And from some of the articles I have read it sounds like some of the subcontractors then made themselves out to be or implied they were nonprofit groups and would round up a bunch of niave colledge kids who just wanted to help to do the work for little or nothing.

What's TRULY sad is that the rate of violent crime in Houston has jumped 23% since the infusion of 100,000 Katrina refugees.
