Exactly what I was talking about. The panties shipped with a hentai manga (see porno comic) that was based off of kids the same age. Kind of a package deal type thing... get drawn kiddie porno (which is technically not illegal iirc because it isn't real... though that is a VERY fine line there) and panties that would fit them.
I remember reading some articles about that and it actually isn't un-common for manga companies to throw in little bonuses... but that one really took the cake as it were.
